2026 CCA Board of Directors Election

The following are candidate declaration forms for resident review, which include information on why each candidate is running for office and what they hope to accomplish. Crofton Civic Association (CCA) residents can visit to cast their votes online beginning May 11th at 9:00 AM. All CCA residents who are at least 18 years old may vote. 

Online and absentee votes must be completed by May 15th, 2026, at 5:00 PM. You may also vote in person during the CCA General Membership Meeting at Crofton Elementary School on May 18th, from 6:00 PM to 9:00 PM.

PRESIDENT (INCUMBENT)

Anna O’Kelly

What are your major areas of concern for Crofton in the next two years?

Public Safety – We must continue to support our police force so they can be effective in protecting the community.  Maintenance – Our community is aging and requires more maintenance to maintain public areas without significantly increasing costs.

Why do you want to be elected to the CCA Board of Directors?

Crofton continues to be desirable to new families as well as long-time residents.  My institutional knowledge and experience attained while serving in several different positions on the board are valuable assets that will enable me to continue to provide leadership to the community.

What are your major areas of concern for Crofton in the next two years?

I think there may be budgetary issues over the next two years. We have had significant inflation since 2020, and unemployment is expected to increase this year.  It is unclear how long inflation will continue at such a high rate.  However, if it does continue, the CCA may face difficult decisions on how to allocate its budget.

Why do you want to be elected to the CCA Board of Directors?

I am honored to have been approved by the CCA Board of Directors to serve as the CCA Vice President to fulfill the remaining term of the prior Vice President. If elected, I will continue to make decisions for the benefit of the members of the CCA.  I have loved living in Crofton since 2011.  My wife and I are glad we are raising our children in such a wonderful community.  Even though things are going well in Crofton now, I believe there is always room for improvement

What are your major areas of concern for Crofton in the next two years?

Preserving property value is important – homes in Crofton rarely remain on the market for long.  Just as we did in 1989, people enter through the gates and instantly feel this is where they want to live.  That’s the reason families move here, and why they decide to stay. We must carefully maintain the community’s character that attracts residents while also updating our facilities to meet expectations.

Why do you want to be elected to the CCA Board of Directors?

I’m ready to put my experience to work for my community.  Since leaving the Anne Arundel County Office of Community and Constituent Services in 2013, I have managed community associations.  Most recently, I started a woman-owned small business focused on managing associations, training realtors and board members, and serving on industry committees.  Many others have volunteered for years, including some who were on the board with me back in 1996!  Now, it’s my turn once again.  I want to concentrate my efforts locally and make volunteering in Crofton my top priority.

What are your major areas of concern for Crofton in the next two years?

Managing growth and advocating that infrastructure keeps up.  Crofton has the only high school in the county that is over capacity, and the middle school is busting at the seams.  We should be preserving the last remaining green spaces in this part of the county, advocating for good bike/pedestrian connections to local destinations.

Why do you want to be elected to the CCA Board of Directors?

I grew up in Crofton, left for a while after high school, and moved back to raise my family here.  This is home. I want to help shape policies so that Crofton remains the type of place that my kids will want to raise their families in.  I also want to continue to manage our finances so that we finish closing the structural deficits in our budget – putting the community in sound fiscal shape while providing necessary services.

Maintaining Crofton’s amenities and community character, improving communication with residents, supporting safe and family-friendly recreation opportunities, addressing traffic and public safety concerns, and ensuring thoughtful planning as the community grows.

Why do you want to be elected to the CCA Board of Directors?

I want to continue serving District 1 by being a practical, accessible advocate for residents.  I care deeply about Crofton, especially opportunities that strengthen families, youth programs, and community connection, and I want to help the Board make thoughtful, effective decisions.

To continue to serve the neighborhood I live in and keep informed on activities impacting our county.

Why do you want to be elected to the CCA Board of Directors?

After serving for the last year, I can see the direct impact on the community and our neighbors of the decisions made by the Board, from parking to policing, from budgets to parks, and everything in between.  I want to be a voice for my neighbors in District 3 (and everyone in the Triangle) to keep our community safe, well-maintained, and a place that we are all proud to call “home”.

What are your major areas of concern for Crofton in the next two years?

Personal and property safety is always on the top of the list; Student Safety in Crofton Schools; Street parking throughout the community; Traffic, especially on Routes 3 and 424; Personal property maintenance in the Triangle, which is a sensitive issue for many homeowners but affects the value of all homes in the community; Maintenance and appearance of public areas in the community.

Why do you want to be elected to the CCA Board of Directors?

I have been fortunate to have lived in this community almost since its beginning, where we raised our three sons surrounded by good friends and caring neighbors.  Crofton is what it is because residents make time to contribute time and talent to ensure it continues to thrive.  I was appointed to the Board of Directors in July 2025 to fill an unexpired term.  I have been impressed by the excellent work of the CCA Board and wish to continue to serve.

I have participated in various Crofton community activities, election campaigning activities, and have been active in the Mid-Atlantic Community Church.

What are your major areas of concern for Crofton in the next two years?

  1. To maintain and ensure the “Triangle” area stays a safe and desirable place to live and raise a family.

  2. That residents comply with the rules, regulations, and covenants for the Crofton District.

  3. That the Crofton Town Center, Crofton Country Club, and other businesses in the District remain stable and an active part of the community.

Why do you want to be elected to the CCA Board of Directors?

I have been an active member of a homeowner’s association in Ocean City for over 10 years. I previously served on the Board of Directors for a 501(c) charitable organization.  And, I previously served as an oversight official for a Federal Advisory Committee.  I am interested in becoming more involved in Crofton community activities and could offer association management experience if elected while representing the district in which I live.
